O USO DO VIDEOMONITORAMENTO INTELIGENTE NA SEGURANÇA PÚBLICA DURANTE O SÃO JOÃO DE CAMPINA GRANDE (2022-2026): UM ESTUDO JUNTO AO CENTRO INTEGRADO DE COMANDO E CONTROLE

Resumo
A cidade de Campina Grande na Paraíba promove anualmente uma festa cultural popularmente conhecida como o "Maior São João do Mundo", nesta ocasião os órgãos de segurança pública empregam sistema de videomonitoramento com inteligência artificial através de reconhecimento facial e controle perimetral para apoiar as atividades de policiamento e gestão operacional. Nesta perspectiva, este artigo teve o objetivo geral de analisar a efetividade da aplicação do sistema de gerenciamento de vídeomonitoramento inteligente na segurança pública no São João de Campina Grande durante os anos de 2022 a 2026. Trata-se de uma pesquisa de campo, de caráter exploratório e descritivo e abordagem quali-quantitativa, desenvolvida por meio de revisão bibliográfica, análise documental de registros do Centro Integrado de Comando e Controle (CICC) e de aplicação de questionário junto a 438 a frequentadores do evento, por amostragem por conveniência e não probabilística. Os resultados apontam ampliação da capacidade de monitoramento e da pronta resposta policial, com destaque para o aumento dos acionamentos gerados pelo próprio sistema e para a relevância do indicador mandado/captura nos registros do CICC. No plano da percepção social, prevaleceu a aceitação da tecnologia, associada ao aumento da sensação de segurança e o reconhecimento da efetividade policial, com baixa percepção de invasão de privacidade, embora tenham persistido preocupações quanto ao uso dos dados coletados.
Abstract
The city of Campina Grande, in the state of Paraíba, annually hosts a cultural festival popularly known as the "World's Greatest São João." On this occasion, public security agencies employ a video surveillance system equipped with artificial intelligence, utilizing facial recognition and perimeter control to support police activities and operational management. In this perspective, this article aimed to analyze the effectiveness of the application of the intelligent video surveillance management system in public security during the São João of Campina Grande from 2022 to 2026. This is an exploratory and descriptive field research with a qualitative-quantitative approach, developed through a literature review, documentary analysis of records from the Integrated Command and Control Center (CICC), and the application of a questionnaire to 438 event attendees, using non-probabilistic convenience sampling. The results indicate an enhancement of monitoring capacity and police rapid response, highlighting an increase in system-generated alerts and the relevance of the arrest warrant/capture indicator in CICC records. Regarding social perception, there was a prevalence of technological acceptance, associated with an increased sense of security and recognition of police effectiveness, with low perception of privacy invasion, although concerns regarding the use of collected data persist
