Abstract
The objective of this article is to identify the failure factors found in the processes of the Permanent Bidding Commission (CPL) of the Military Police of the State of Paraíba (PMPB). This is a quantitative-qualitative research of an exploratory nature, which uses bibliographical consultations on the subject of bidding, as well as documentary analysis of the CPL/PMPB processes, focusing on those that were unsuccessful, that is, those that were not completed, having been interrupted before reaching the final phase, without generating the intended contract, only in the year 2022. Finally, a flowchart was presented that guides the stages of the bidding process, aiming to avoid errors arising from its execution, in order to make it faster, with less expenditure of resources and, therefore, more efficient.
