EFETIVIDADE DA LAVRATURA DO TERMO CIRCUNSTANCIADO DE OCORRÊNCIA NA REDUÇÃO DAS OCORRÊNCIAS DE PERTURBAÇÃO DO SOSSEGO: Um estudo empírico na área de atuação do 5o Batalhão da Polícia Militar da Paraíba

Resumo
Esta pesquisa analisa a efetividade da lavratura do Termo Circunstanciado de Ocorrência (TCO) na redução das ocorrências de perturbação do sossego na área de atuação do 5o Batalhão da Polícia Militar da Paraíba. O estudo parte da hipótese de que a utilização sistemática desse instrumento pode fortalecer a responsabilização imediata dos autores de infrações de menor potencial ofensivo e contribuir para a prevenção de novas ocorrências. Adotou-se uma abordagem quantitativa, de natureza documental e bibliográfica, com delineamento quase-experimental, mediante a comparação de dados operacionais referentes aos períodos anterior e posterior à implementação sistemática do TCO. A pesquisa utilizou informações oficiais do Centro Integrado de Comando e Controle (CICC) e registros institucionais do 5o BPM, permitindo avaliar a evolução das ocorrências e sua distribuição territorial. Os resultados demonstraram que, embora a redução global das ocorrências tenha sido modesta, os bairros com maior concentração de lavraturas de TCO apresentaram diminuição mais expressiva dos registros de perturbação do sossego. Também foi identificada uma relação inversa entre a intensidade de utilização do instrumento e a variação das ocorrências, indicando que locais com maior aplicação do TCO tenderam a registrar melhores resultados. Conclui-se que a utilização estratégica do Termo Circunstanciado de Ocorrência constitui importante ferramenta de gestão da segurança pública, com potencial para fortalecer a eficiência operacional da Polícia Militar e contribuir para a redução de ocorrências de perturbação do sossego, especialmente em áreas de maior incidência.
Abstract
This study analyzes the effectiveness of the issuance of the Termo Circunstanciado de Ocorrência (TCO), a simplified police report used for minor criminal offenses under Brazilian law, in reducing incidents of public disturbance within the operational area of the 5th Battalion of the Military Police of Paraíba. The research is based on the hypothesis that the systematic use of this legal instrument strengthens the immediate accountability of offenders and contributes to the prevention of new incidents. A quantitative approach was adopted through documentary and bibliographic research, using a quasi-experimental design based on the comparison of operational data collected before and after the systematic implementation of the TCO. Official records from the Integrated Command and Control Center (CICC) and institutional data from the 5th Battalion were analyzed to assess the evolution and territorial distribution of public disturbance incidents. The findings indicate that, although the overall reduction in incidents was modest, neighborhoods with a higher concentration of issued TCOs experienced more significant decreases in public disturbance records. In addition, an inverse relationship was identified between the intensity of TCO issuance and the variation in incident rates, suggesting that areas with greater application of the instrument tended to achieve more favorable outcomes. The study concludes that the strategic use of the Termo Circunstanciado de Ocorrência represents an important tool for public security management, with the potential to improve the operational efficiency of the Military Police and contribute to the reduction of public disturbance incidents, particularly in areas with historically high demand for police intervention.
