ENTRE O CONTROLE DE DISTÚRBIOS CIVIS E O PATRULHAMENTO TÁTICO: UMA ANÁLISE DO EMPREGO DA 1a COMPANHIA DE POLICIAMENTO DE CHOQUE DA POLÍCIA MILITAR DA PARAÍBA

Resumo
Objetivamos neste artigo analisar as dificuldades enfrentadas pelos operadores da 1a Companhia de Policiamento de Choque da Polícia Militar da Paraíba na transição entre as atividades de patrulhamento tático e as operações de controle de distúrbios civis, tomando como referência os pressupostos da Teoria Contingencial da Administração. A pesquisa foi desenvolvida por meio de uma abordagem qualitativa, utilizando entrevistas semiestruturadas realizadas com oficiais e praças da unidade, buscando compreender suas percepções sobre os desafios decorrentes da alternância entre essas modalidades de emprego operacional. Os resultados indicam que a principal dificuldade está relacionada à necessidade de adaptação constante a contextos que exigem comportamentos, processos decisórios e formas de atuação distintas. Conclui-se que a atuação da Tropa de Choque está diretamente associada à sua capacidade de ajustar comportamentos, técnicas e estratégias às exigências de cada cenário operacional, reforçando a relevância da Teoria Contingencial para a compreensão da dinâmica das organizações policiais especializadas e da necessidade permanente de desenvolvimento doutrinário e capacitação dos seus integrantes.
Abstract
In this article, we aim to analyze the difficulties faced by operators of the 1st Shock Policing Company of the Paraíba Military Police during the transition between tactical patrolling activities and civil disturbance control operations, using the assumptions of the Contingency Theory of Administration as a reference. The research was developed through a qualitative approach, utilizing semi-structured interviews conducted with officers and enlisted personnel of the unit, seeking to understand their perceptions regarding the challenges arising from alternating between these modes of operational employment. The results indicate that the main difficulty is related to the need for constant adaptation to contexts that demand distinct behaviors, decision-making processes, and methods of operation. The study concludes that the performance of the Shock Troops is directly associated with their capacity to adjust behaviors, techniques, and strategies to the demands of each operational scenario, reinforcing the relevance of Contingency Theory for understanding the dynamics of specialized police organizations and the permanent need for doctrinal development and training of their members.
