O PROERD COMO INSTRUMENTO DE FORMAÇÃO CIDADÃ: EDUCAÇÃO PREVENTIVA E O PAPEL DA POLÍCIA MILITAR NO CONTEXTO ESCOLAR DE ITABAIANA-PB

Resumo
Este artigo analisa o Programa Educacional de Resistência às Drogas e à Violência (PROERD) como instrumento de formação cidadã no município de Itabaiana-PB, com foco na experiência desenvolvida pelo 8º Batalhão da Polícia Militar da Paraíba junto à turma do 5º ano da Escola Municipal de Ensino Fundamental Nossa Senhora das Graças. A investigação fundamentou-se em abordagem qualitativa, de natureza descritiva e documental, utilizando a Análise de Conteúdo para examinar o planejamento, a execução e os resultados do ciclo do PROERD na escola. Os dados evidenciam que o programa, para além da prevenção ao uso de drogas, constitui prática educativa capaz de promover o desenvolvimento de competências socioemocionais, fortalecer atitudes éticas, ampliar a autonomia moral dos estudantes e consolidar relações cooperativas no ambiente escolar. A atuação do policial militar como mediador pedagógico mostrou-se elemento central para o fortalecimento do vínculo entre escola, família e comunidade, contribuindo para ressignificar a imagem institucional da Polícia Militar enquanto agente educativo e promotor da cultura de paz. Os resultados apontam melhorias na convivência estudantil, na capacidade de diálogo, na gestão das emoções e na tomada de decisões responsáveis, confirmando o PROERD como uma política pública eficaz de formação cidadã e prevenção social. O estudo conclui que a experiência em Itabaiana-PB reafirma a importância da integração entre educação e segurança pública, demonstrando que ações preventivas intersetoriais podem produzir impactos positivos duradouros no desenvolvimento integral de crianças em fase de formação de valores.
Abstract
This article analyzes the Drug and Violence Resistance Education Program (PROERD) as an instrument for citizenship education in the municipality of Itabaiana-PB, focusing on the experience developed by the 8th Battalion of the Military Police of Paraíba with the 5th-grade class of the Nossa Senhora das Graças Municipal Elementary School. The investigation was based on a qualitative approach, of a descriptive and documentary nature, using Content Analysis to examine the planning, execution, and results of the PROERD cycle in the school. The data show that the program, beyond drug use prevention, constitutes an educational practice capable of promoting the development of socio-emotional skills, strengthening ethical attitudes, expanding the moral autonomy of students, and consolidating cooperative relationships in the school environment. The performance of the military police officer as a pedagogical mediator proved to be a central element for strengthening the bond between school, family, and community, contributing to reshaping the institutional image of the Military Police as an educational agent and promoter of a culture of peace. The results point to improvements in student coexistence, dialogue capacity, emotion management, and responsible decision-making, confirming PROERD as an effective public policy for citizenship education and social prevention. The study concludes that the experience in Itabaiana-PB reaffirms the importance of integrating education and public safety, demonstrating that intersectoral preventive actions can produce lasting positive impacts on the integral development of children in the stage of value formation.
