Abstract
This article investigates how the Rede Comércio Seguro (Safe Commerce Network), an initiative of the 1st Military Police Battalion of Paraíba in the Varadouro neighborhood of João Pessoa, by integrating Community Policing and Crime Prevention Through Environmental Design (CPTED) through active listening and merchant co-responsibility, configured itself as an experience of active citizenship and public security co-production. The research is qualitative, adopting an interpretive case study design with categorical content analysis and intradocumental triangulation, based on a corpus of seven institutional documents produced between December 2022 and May 2026. The analysis identified three findings: active listening operated as a constitutive mechanism of the Network, emerging from the spontaneous demand of merchants who approached the Battalion command in December 2022; co-responsibility was documented as territorial information co-production, with demands forwarded to municipal agencies and incorporated into the CPTED registration protocol; and the corpus evidences a documented functional repositioning, through which the citizen-merchant transitioned from passive claimant to co-responsible agent for the security of their territory. It is argued that this repositioning is not a secondary outcome of the initiative but its constitutive dimension, revealing that democratic public security is realized through the institutional capacity to produce, by means of listening and co-responsibility, active citizens in the management of shared urban space.
